William Hoggard appears in the 1926 Chandler City Directory. His wife was named Arizona. They lived on North Dakota.

The 1930 directory said Arizona Haggard was his widow and changed the spelling of their name to Haggard.

Likely that he is also W.H. Hoggard and that Hoggard is a spelling error, or that Haggard is the spelling error.
