Dr. Chandler used deed restrictions to ensure that Chandler developed according to his vision for a well-planned community.  Restrictions included the height of commercial buildings from sidewalks, and fireproof construction.  He also regulated the location of residential and industrial properties.  In 1926, Chandler became the first town in Arizona to adopt a zoning ordinance, approving it before the Supreme Court upheld the legality of zoning ordinances.
