He appears in the 1923 Chandler City Directory. His wife was Emma P. Howey, and they lived at 207 N. Washington.

The 1925 and 1926 directories said he was the town clerk, treasurer and police judge. They lived at 307 Commonwealth Ave.

The 1929, 1931 and 1932 directories said he and Emma lived at the same place.

According to the 1931 directory, he was owner of Min-O-Linx Golf Course.

F. V. Howey is listed in the 1932 Phoenix Telephone Directory, Chandler section, with the phone number 94.
