09. Salt River Water Users Association
A group of local irrigators, farmers, and land speculators formed the Salt River Water Users Association in 1903 to make another attempt at creating a reservoir on the Salt River. Until this time, reclamation was a privately funded endeavor. The Salt River Water Users Association was successful in convincing the U.S. Bureau of Reclamation of the immediate need for a dam and reservoir on the Salt River. The Roosevelt Dam project became the first federal reclamation project funded under the 1902 Reclamation Act.
